It is still not possible, right? We also would like to reuse older baselines, because not every project should start with the newest requirements set. I'm talking about organisational and regulatory requirements, not functional product requirements, and sometimes the customer requires a historic version due to other long running projects.
So instead of baselining we should branch by making a copy, right?

Hi Tom!
A. No, it's not—reuse always occurs from the current version.
B. It is not. You would have to revert the items to the baseline state and then reuse.

Question A:
Is it possible to reuse an item from a particular version in its history?
Question B:
Is it possible to reuse a collection of items from a baseline?
In each use case, content in the "old" version is what's desired to be present in the resulting "re-used" item.
