Error Reusing items - No changes were made

    Here is how our Project are set up.

    Project A is a master project.
    Project B is created and some of the items from Project A have been reused and synced.
    We then created a few new items in Project B.
    We now want to reuse & sync the newly created Items from from Project B to project A ( now that project B is complete and we want to have every thing back in Master Project)
    So, I tried to reuse and sync a folder which has few new items using "Include Related Items and Mirror relationships" and I get this error saying "Error Reusing items - No changes were made"

    Our projects use the relationship rules like below.

    PRQ 1 (High Level) > PRQ 2 ( Low Level)
                                      > Design 1
                                      > Test Case 1

      PRQ 2 ( Low Level) > Test Case 2 > Defect 2
