Change text for "Allow relationships with item types not in this rule" box

Under Admin, the box marked "Allow relationships with item types not in this rule" is confusing. There is plenty of screen space to clarify what this actually means and possibly give an example. My interpretation was that if I checked the box, I'd be able to create ad-hoc relationships outside of the ruleset, which is what I wanted. That didn't work, and I ended up opening up a service ticket to "fix the problem", yet the application was functioning correctly.

Please update the language to be more specific that this box only allows item types that are not in the diagram above to be related to item types in the diagram, and does not allow any ad hoc relationships to occur.
