As a project team member (offer manager or system engineer) in Energy industry, I wan to :
"When managing change requests at a project level and I need to inform others project team users that they are concerned by the change request from that transition, the list of users to be notified can be different for a same change request transition state depending of the impact of the change request on other projects".

Right now I'm sending notice of workflow transition to unconcerned team members and it's confusing and wasting time.

I think that if you have "Enable workflow for this organization" checked, you can make project specific edits to workflows. You can set notifications to send to groups or individuals on a project by project basis. It is unclear to me if this is what you are looking for or if you want to have to automatically send notifications to different people within the same project for a single status transition. Hope it helps!
