Automatically recover review when republishing

With the recent upgrades we have noticed cases where when a review is republished, even though the due date is in the future, the status shows that the review is completed.  When approvers click on the link in the review email, they get a message that the review is closed and they cannot actually action it. To avoid this, we have to first recover the review so that it shows as In Progress, then republish it.  

We would like the ability to automatically recover a closed review when a new version is published.
