@mention to Email Regardless of Review Status

We are currently running into the issue where our users will mention someone within a comment of an item, not in review, and no email notification is sent. Having to subscribe to an item(s) to get this functionality seems like it could be tedious if you work within a multitude of projects.

Defaulting to an email notification when @mentioned should be the normal regardless of the status of an item. Some workplaces my not agree with this, so having this as a setting for admins to enable/disable seems reasonable.

    When a user subscribes to an item (or someone subscribes them), they receive email notifications whenever the item is changed or commented on. If a user is specifically @-mentioned, they will receive an email regardless of their subscription status. If that isn't working, a support ticket should be opened to make sure everything is configured correctly/there isn't an issue with the mail queue.
