Make RTF controls visible when creating a Test Case

I am new to the community and it looks like this is how you submit a feature request.
Please consider making RTF controls visible when creating a Test Case. Currently, in order to use the RTF feature for test cases, you have to create the test case, save it, and then use in-line editing, or use HTML tags. These are not ideal data entry mechanisms.
I submitted a case for this, because I thought this behavior was a bug, not an intentional limitation.

This would be very nice. The one down side is JAMA does an extremely poor job of handling rich text test cases, especially the notes field which does not have HTMS tags processed out. When we submitted a bug on the issue, we were told it was by design. That's unfortunate since there are a large number of things a test step needs to do that benefits from the rich text environment and our choice is to choose between partial functionality in text display, or not using an entire field in the form.Matt
