Subscriptions to notify if upstream relationship changed

I found this old thread - Jama Software Community  
that indicates that users subscribed to an item do not get notified if an item changed that has a relationship to that item.
I am wondering if anything has changed in that regard.  It seems that a user maintaining test cases for example and subscribed to to a test case should get notified if an upstream requirement has been edited or changed.  Are there any recommendations on how to best monitor upstream relationship changes that should be reviewed to see if they have an impact downstream?

    One approach is to use an advanced query with the "has upstream items that are suspect and ..." clause.  Note that the name of this query clause is somewhat misleading ... it should say "has upstream relationships that are suspect and ...".  An upstream relationship will become suspect if the upstream item is modified (or to be more precise, if a suspect-affecting field of the upstream item is modified).   You can add a project dashboard widget with this query to the dashboard of the project.
