I tried my best to see if I could find a previous discussion on this topic but was unsuccessful!
We have several projects in our organization. I have some users who do not project level permissions for "Project B" but do have such permissions for "Project A". In Project A, when they go to add a link in the Description field of an Item, they can type some text, select it, and then click on the link button to bring up the dialog to associate a link. In this dialog, they can see the Attachments tab, and when they click on that tab, they can see the File field and "Browse..."/"Upload" buttons to be able to go select a file from their local desktop. In Project B, they are able to do almost all of these things, but they do not see the File field and the related "Browse..."/"Upload" buttons. Instead, they have to go to the "Add attachment" widget at the bottom of the Item to browse to and add a file to the project. Then they can go back in to the Attachments tab of the link dialog, see the recently added file, and create a link to it. It's quite a cumbersome workaround.
Is there some sort of permissions issue that is keeping them from being able to upload an attachment directly from the Attachments tab of the link dialog? They are still able to upload file attachments in the project, but they have to use the workaround described above to associate that file to a link in the Description field.
