Initiator Ability to Close Questions, Decisions Needed and Issues in the Stream

Problem: Questions, Decisions Needed, Issues in the stream are being left open after an answer, decision, or resolution is provided. 

Proposed Enhancement: Allow the initiator of the question, decision needed, or issue to resolve the stream status. 

Details: When someone logs a question, decision needed, or an issue within the Jama stream, an email is sent to those who are @mentioned in the stream. In my experience, oftentimes those who are mentioned will not go into Jama to use the button to answer the question, make a decision or resolve the issue. More often they simply reply to the email, without formally closing the open item, leaving it in an unresolved state. 

It would be valuable to allow the initiator of the question, decision needed, or issue to formally close the open item so that it can get to a resolved state when those who simply respond to an email don't formally close the loop. Based on the content of the answer, the initiator could resolve the question, decision, or issue.

    That's a good point, Troy. Internally we have a lot of comments like "see above for decision" with a decision made tag. It would be better if that could be silently solved so that more notifications aren't created just to mark something as resolved. Thanks for bringing this up.
