Jama self hosted Installation fails with 400

Hi, i am trying to setup a Jama 8.74.1 instance on one of our centos VM. the installation proceeds till the schema creation and some data load, then fails.
I see the tables were created so it certainly was not a DB connectivity issue.

The following is the error message i see in jama core service (database name: develop_jama) 
023-01-31 14:44:58,653 ERROR http-nio-8080-exec-8  [d643e0] [com.jamasoftware.contour.rest.filters.RestRequestResponseLogFilter] - Request: Method: "GET", Path: "tenant/develop_jama/available", Relative URI: "tenant/develop_jama/available", Accept: "null", Duration: 509ms, Response error: Status: 400, Status reason: "Bad Request", Message: "tenant develop_jama is not available", Content-Type: "application/json"

My setup is

OS: Centos 7
Jama: 8.74.1
DB: Sql server 2017
firewall was enabled but did not cause any issues during install so far.

Any help is appreciated. thanks
