"Proposed to Approve" to "Approve"

Does anyone know how to change the status of requirements from "Proposed to Approve" to "Approve"? the option is not available for me.

    You need to have write access to an item to modify its workflow status.  If you have confirmed you have write access to the item, check whether your administrator has configured the workflow of the item type to limit what group of users can perform that particular transition.
