Excel Roundtrip

We are using the Excel roundtrip export to update cells in a table in an item. The item contains a table of 29 rows  (of which 25 rows are blank/empty cells) with 10 columns. 

The Excel roundtrip export is not pulling in all the rows from the table in the item. Therefore, when team imports, it deletes the rows that were not in the export (this occurs when we select On Conflict do not update as well as On Conflict Excel wins). This is occurring on some items but not all items. This is occurring when the row is empty and when the source row has text. The only trend I see across the items with issue is that these tables have merged cells. I am not seeing the same issue with a table of 49 rows and no merged cells.

 Is this expected behavior? If so, is there something we can do to prevent the deletion of the empty cells in the table?

    sounds weird, why are in the roundtrip export merged cells?
