"Performance impact possible" warning message when creating a manual baseline

I'm ready to "baseline" a major software release, using the manual method of baseline creation.  This will be at the top-most level of a large project.  I noticed this warning message.



Question:
1. What aspects of Jama performance are affected? 
2. Is the performance impact only during the creation of the baseline, or is it forever more affecting daily useability?
