Using Mail Merge Skip If

Is it possible to implement a basic filter on the output for a mail merge generated report with the "skip if" merge field? I've been trying it and it doesn't appear to be working. Not sure if it is pilot error or it just isn't supported.

Easiest solution would be to create a filter prior to export, but I'm hoping to make this "foolproof" for users.
