Change to Self-hosted release schedule

We would like to make you aware that we are shifting the next self-hosted release from 9.13 to 9.17, with a target release date of October 30, 2024.
This change was made to accommodate the scope of the release and resulting technology, performance and security benefits that it will deliver - along with release logistics and spacing of our historically Spring and Fall release cadence. As a reminder, please follow our release schedule on the Jama Software Support Knowledge Base for future updates.
We understand that this will have an effect on resource planning and apologize for any inconvenience.
(Please note that the Cloud and Customer-Validated Cloud release schedules are not affected by this change.)
