Question on related items and output formats

I was looking through the help but it was not super clear what was possible with Excel functions in JCI.

1. I would like to automate the counting of Hazards based on a pair of fields such as their pre-control severity and pre-control occurrence. For example, I want to know how many items in a set of Hazards had a pre-control severity of 5 and and pre-control Occurrence of 3.
2. I would like to repeat the above calculation for the matrix of all pre-control Occurrence and Severity combinations.
3. Ideally, I would like to take the result of item 2, and format it into a table which is automatically updated by JCI.

The ideal solution would have it all done in one fell swoop, but I'd be okay if I could automate just portions of it to start with. Because of the nature of the output, it does need to be reviewable so calculating it in say a velocity report export does not quite meet the need.
