Downgrading to 'Collaborator' license when all Creator (float) licenses are in use

I'd like to propose a simple change that I think is logical and fair.
We own X Creator (float) licenses. If someone logs in with a Creator (float) license but all licenses are in use, they are assigned a downgraded license. In particular, they are assigned a Reviewer license.
My request is that, when this happens, they are assigned a Collaborator license instead of a Reviewer license. In our case, we own many unallocated Collaborator licenses. So I can't see any reason why they can't be assigned one of these (which we already own).
The difference is big. A Collaborator license gives read access to our whole project, whereas a Reviewer license does not. So it would make a big difference to us to assign Collaborator licenses rather than Reviewer licenses when all Creator (float) licenses are used up.
